DOJ Announces Arrest of Democratic State Representative in Fraud Probe

Massachusetts Democratic Lawmaker Arrested in Alleged $36,000 Fraud Scheme

A Massachusetts Democratic state representative is facing serious federal charges after authorities accused him of stealing tens of thousands of dollars to cover personal and political expenses. Christopher Flanagan, 37, a lawmaker representing parts of Cape Cod, was arrested and charged with multiple counts of fraud after federal investigators uncovered an alleged scheme involving stolen funds, fabricated records, and misuse of organizational money.

According to federal prosecutors, Flanagan is charged with five counts of wire fraud and one count of falsifying records. He appeared in federal court in Boston where he pleaded not guilty to the charges. A judge later ordered his release pending further court proceedings.

At the center of the case is Flanagan’s role outside the legislature. In addition to serving as a state representative, he also worked as the executive director of the Cape Cod Home Builders Association (HBA). That position reportedly paid him up to $81,600 per year, while his salary as a Massachusetts state legislator was approximately $100,945 annually.

Despite earning income from two positions, investigators say Flanagan was struggling financially. According to U.S. Attorney Leah Foley, he had accumulated significant debt, including thousands of dollars in unpaid credit card balances, missed mortgage payments, and repeated bank overdraft fees.

Federal authorities allege that between November 2021 and January 2023, Flanagan transferred approximately $36,000 from the Home Builders Association to accounts he controlled. Prosecutors say the money was used to cover a wide range of personal expenses, including bills, luxury purchases, campaign-related costs, and even payments for “psychic services.”

In a statement announcing the charges, U.S. Attorney Foley described the alleged actions as a serious violation of public trust.

She stated that Flanagan is accused of defrauding the very organization he was hired to lead, allegedly redirecting funds meant for the association into his own accounts. Prosecutors also claim he attempted to hide the scheme by creating fake identities and misleading individuals who questioned unusual financial transactions.

“This alleged scheme represents an appalling breach of public trust,” Foley said in the Department of Justice press release. “The indictment describes a calculated effort to steal funds and conceal the wrongdoing. The people of Massachusetts deserve honest leadership.”
