The Atlantic roared beneath the gray afternoon sky.
Michael Carter pushed the throttle to its limit as his fishing boat sliced through the choppy water. Ahead, Victor Kane's barge was already pulling away from the harbor, its engines churning dark waves behind it.
Onshore, FBI agents secured the dock while Detective Maya Collins climbed into a Coast Guard patrol boat.
"Stay with him!" she shouted to the captain.
